BioNET's regional networks and the Global Secretariat work with their policy partners to create an enabling policy environment for taxonomy and promote the involvement of taxonomists in meeting policy needs at the national, regional and global levels.

BioNET's policy partners
BioNET's primary policy partner is the CBD where BioNET makes a strong input into the policy development process and whose Parties have identified roles for BioNET in key decision. BioNET services to the CBD and other policy bodies may include
  • Sourcing expertise to guide policy development so it is grounded in a realistic understanding of taxonomic capacities and their scope for supporting policy implementation.
  • Promoting innovative solutions to meeting needs.
  • Mobilise taxonomic expertise to support use of, for example, Diagnostic Standards (IPPC), and maintain, for example, scientifically robust species data.
  • Encourage and empower the taxonomic sector to support policy objectives according to local priorities.
 

BioNET's current policy partners include

International Plant Protection Convention (IPPC)

Regionally, BioNET members support diagnostic standard development and implementation. Globally, BioNET has contributed to IPPC work on developing synergies between the IPPC and CBD on IAS management, participating and contributing papers to an international conference and shaping CBD decisions to promote closer collaboration on taxonomy.

Convention on Biological Diversity (CBD)

BioNET advises the Executive Secretary of the CBD as a member of the Coordination Mechanism of the Global Taxonomy Initiative and has a Memorandum of Cooperation with the CBD Secretariat. It is an important implementer of the Global Taxonomy Initiative (GTI) and works in close collaboration with the Secretariat of the CBD and the nearly 190 Parties to the CBD on the GTI, technology transfer, invasive alien species, biosafety and technical cooperation. The CBD through the Conference of Parties has acknowledged the importance of BioNET's work, identifying it as an actor in several of its key decisions.
BioNET's assistance to the CBD in implementing the GTI programme of work has included activities in each area of the programme where the potential of BioNET is recognised: needs assessments, awareness raising, regional cooperation, resource mobilization and the coordination and delivery of capacity building. Parties to the CBD invited BioNET to lead the establishment of a Special Fund for the Global Taxonomy Initiative.

World Trade Organisation - Sanitary and Phytosanitary Measures (WTO-SPS)

The agreement on Sanitary and Phytosanitary Measures places significant technical capacity development demands on countries wanting to trade with the major world markets. Taxonomy is an important component of capacity development needs. BioNET's Global Programme is developing BioNET's services to this market, building in particular on the work of BioNET-ASEANET in Southeast Asia.
